What is a heat pump?
A heat pump is a heating system that extracts ambient heat from outdoor air, the ground, or exhaust air and moves it indoors to heat water and living spaces. It replaces an oil or gas boiler as the main heat source. Instead of burning fuel, it uses electricity to move heat that already exists outside, typically delivering three to four units of heat for every unit of electricity it consumes.

Heat pump systems, in detail
Three system types are eligible for the SEAI grant. Which one suits a home depends on its existing heating, available outdoor space, and hot water needs.
Air to Water
Air-to-water heat pumps extract heat from outdoor air and transfer it to a wet central heating system, radiators or underfloor heating, and to the domestic hot water cylinder. The system replaces an oil or gas boiler directly in most homes, using the existing pipework in many cases.
- Heats both the home and domestic hot water from one unit
- Works best with underfloor heating or upgraded radiators, due to lower flow temperatures than a boiler
- Eligible for the full grant bundle, up to €12,500 (€9,500 for apartments)
Air to Air
Air-to-air heat pumps extract heat from outdoor air and distribute it directly as warm air through indoor wall or ceiling-mounted units, without heating water. Many air-to-air systems are reversible and can also provide cooling in summer.
- Does not heat domestic hot water, a separate immersion or electric system is still needed
- Suits homes without existing wet central heating, including many apartments
- Grant capped at €7,500, no central heating or renewable heat bonus component
Ground Source
Ground source heat pumps extract heat from the ground through a buried loop, either a horizontal trench or a vertical borehole, and transfer it to a wet central heating system. The ground holds a stable temperature year-round below the frost line, giving ground source systems very consistent efficiency regardless of outdoor air temperature.
- Requires garden space for a horizontal loop, or a borehole where space is limited
- Installation is more disruptive and takes longer than an air source system
- Eligible for the full grant bundle, up to €12,500

- 2SEAI grant applicationThe installer submits the SEAI application on the homeowner’s behalf. Most applications are approved within minutes and issue a Letter of Offer.
- 3Accept the offerHomeowners have 30 days to accept the Letter of Offer once it is issued, and 8 months from the offer date to complete the work.
- 4InstallationA registered contractor fits the heat pump, connects it to the heating and electrical systems, commissions the unit, and demonstrates how to operate the controls and thermostat.
- 5Post-works BER assessmentA BER assessor confirms the completed work meets SEAI’s efficiency requirements.
- 6Grant paymentSEAI processes payment once the post-works documents are submitted, typically within four to six weeks.
